Fixes the CI failures on agent/fix-v51-contract-anchor and keeps the PR as draft for review.

Root causes closed:

• restored the missing V51 LinkCapabilityDecisionV1 compliance contract anchor and refreshed derived content
• refreshed Skill portfolio and Skill route runtime evidence after source changes
• kept Grok adapter readiness true when an optional registry is absent/unverified in clean global-install smoke environments
• made workspace-root scan guard tests cross-platform for Ubuntu CI
• made HostParity smoke tests source-contained when the optional maintainer website/ docs are absent from a clean checkout
• made security audit respect the optional maintainer website/ package boundary
